A Brief Introduction on Belt and Road
International Transport Alliance (BRITA)
1. BACKGROUND OF BRITA PROPOSAL
Since the Belt and Road Initiative in 2013, CHTS has organized several delegations that are mainly from government authorities, state-owned enterprises, universities and institutes, and private companies and visited the Belt and Road countries and regions. It was recognised that the Belt and Road Initiative implementation has achieved outstanding progress. For instance, since 2013, China has invested more than 50 billion US dollars in the countries and built a total of 56 economic and trade cooperation zones that created 180,000 local jobs.
However, it was also noted that there are still many challenges in the implementation of the Initiative. People realise that a shared cooperation platform in the transport industry is in great need so as to coordinate the technical exchange, standard and specification fusion, technical training, and engineering cooperation among the countries and regions along the Belt and Road Initiative.
To meet the above common demand, CHTS has proposed to establish the Belt and Road International Transport Alliance (BRITA) to promote the innovation, fusion and development of global transport technology; and the exchange, transformation and application of sci-tech achievements and products. It is intended that the BRITA shall be operated together by the alliance members all over the world.
2. VISION OF BRITA
Membership Based Non-profit and Non-Governmental Organizations (NGO);
Operated Following International Rules;
Think Tank for Transport Development;
Platform open to all transport related organizations.
3. MISSIONS OF BRITA
To establish a cooperative platform for regular technical exchange among the transport industry in the countries along the Belt and Road route;
To promote multilateral development and fusion in the field of transport technologies, standards, equipment, talents and service etc.;
To further develop comprehensive cooperation and share sci-tech achievements among the Alliance members so as to optimize the production capacity and realize the win-win development;
To educate technical personnel to suit the demand of projects.
4 MAJOR TASKS OF BRITA
The major tasks of the BRITA are as follows, but not limited to:
Build Academic Exchange Platform: to co-host the World Transport Convention (WTC) each year and hold BRITA special forums, meetings and workshops;
Undertake Technical Consultation: to provide technical support and consultation for projects in infrastructure construction, transport management and logistics etc.;
Conduct Education and Training: to organize education and training, conduct international engineering education accreditation, and carry out scholarship programs and student exchange, etc.;
Promote Standardization Fusion: to conduct extensive study on the transport technical standards and specifications and make BRITA transport standards for uncovered fields by the local specifications;
Serve as a Bridge for Projects: to promote the cooperation between ongoing projects by sharing information among BRITA members.
